At that time, the Conservatives (still calling themselves the Progressive Conservatives) were trying to push through legislation for the GST -- a tax they claimed would eliminate the deficit, and, if memory serves, allow generous social programs. Some members of the Senate resisted the legislation -- a rarity in Canadian politics.
